- Background
Transcultural Psychosocial Organization Nepal (TPO Nepal) is one of Nepal’s leading non-profit non-governmental psychosocial organization. It was established in 2005 with the aim of promoting psychosocial well-being and mental health of children and families in conflict affected and other vulnerable communities. TPO Nepal is a knowledge-driven, innovative organization working in areas disrupted by violence and poverty. We strive to develop local psychosocial, mental health and conflict resolution capacity and systems that promote community resilience, quality of life and self-reliance through education, research, service delivery and advocacy.
Gender-Based Violence (GBV) remains a critical public health and human rights issue in Nepal, with far-reaching consequences for the physical, mental, and social wellbeing of survivors particularly women, girls, and individuals from marginalized communities. GBV not only undermines dignity and safety but also creates long-term health burdens that require sensitive, coordinated, and survivor-centered responses across sectors.
Health professionals are often among the first points of contact for survivors. They are therefore uniquely positioned to identify signs of violence, provide compassionate clinical care, offer first-line psychological support, and facilitate safe referrals to protection, legal, and psychosocial services. However, the effectiveness of the health sector response depends on the quality of care, how service providers recognize GBV, respond using survivor-centered principles, and work within established referral mechanisms. Therefore, in order to strengthen the systems that sustain frontline health responses to GBV, the Gender-Based Violence Prevention and Response (GBVPR) II Project is working in close partnership with the Government of Nepal. Funded by the Swiss Agency for Development and Cooperation (SDC) and the Royal Norwegian Embassy (RNE), and led by UNFPA, the project aims to reinforce national systems for GBV prevention and response. TPO Nepal, as a key implementing partner of UNFPA, plays a significant role in supporting efforts to enhance the government’s health-sector response to GBV through capacity building, technical support, and systems strengthening.
In 2025, consultations between UNFPA, the Nursing and Social Security Division (NSSD), and partners identified significant gaps in pre-service health education curricula, including MBBS, PCL Nursing, and General Medicine programs, particularly in relation to GBV knowledge, survivor-centered care, communication skills, confidentiality, and referral mechanisms. A gap analysis and a draft supplementary guidance document were subsequently developed to support the integration of GBV-related content into existing curricula.
Building on this work, TPO Nepal will finalize the supplementary guidance document and organize orientation workshops in 2026 for faculty members and relevant stakeholders to strengthen understanding of GBV as a public health issue and enhance the integration of survivor-centered approaches into teaching, clinical instruction, and curriculum development. Consultants will be engaged to support the finalization of the supplementary documents in coordination with the Nursing and Social Security Division (NSSD) and relevant stakeholders, and to facilitate the orientation workshops.
TPO Nepal seeks competent, committed and result-oriented consultants for the finalization of the supplementary materials in coordination with the Nursing and Social Security Division (NSSD) and technical stakeholders; and Design and facilitate faculty orientation workshops and prepare required reports.

- Objective of the Consultancy
The main objective of this consultancy are to:

- Finalize supplementary materials on Gender Based Violence (GBV) for MBBS, PCL Nursing, and PCL General Medicine programs in coordination with NSSD.
- Orient faculty members of MBBS, PCL Nursing, and PCL General Medicine programs on integration of GBV content.
- Submit session plans of the orientations and detailed reports as required.
- Scope of Work and Key Responsibilities
Under the guidance of the NSSD, UNFPA and TPO Nepal, and in coordination with the relevant stakeholders, the Consultant will undertake the following tasks:
- Finalization and approval of Supplementary Materials by NSSD
The draft of supplementary materials on Health Response to GBV for the MBBS, PCL Nursing, and PCL General Medicine programs were developed in 2025 under the GBVPR II project. The supplementary materials were developed through the gap analysis identified in the curriculum for the MBBS, PCL Nursing, and PCL General Medicine programs. This gap analysis was developed through feedback and inputs received from relevant stakeholders including faculty members of the three programs and the members of the Technical Working Group (TWG). The final draft of the supplementary documents were submitted to NSSD in 2025.
During the TWG meeting held on January 2026, the final draft of the supplementary documents were shared and additional comments were received from the members to strengthen the quality of the documents. Accordingly, in 2026, the consultants will work on the final draft of the supplementary documents of the MBBS, PCL Nursing and General Medicine within the defined scope of work and further coordinate to approve it from NSSD. This process will be carried out in close coordination with the Nursing and Social Security Division (NSSD), UNFPA and TPO Nepal.
Each supplemental materials will be critically reviewed and necessary feedbacks will be incorporated by the consultants.
Deliverables:
- Final supplemental materials approved by the NSSD.
- A 2 to 3 pager summary of final version of the supplemental materials will be prepared, highlighting the key content, overall synopsis and process undertaken in developing and finalizing the supplementary materials. The two pager will also define the differences and similarities of contents of the supplemental documents.
- Finalization of Orientation Content for the Faculty Orientation and Reporting
The consultants will design, prepare, and conduct faculty orientation programs for MBBS, PCL Nursing, and PCL General Medicine programs using the finalized GBV supplementary materials. The consultants will submit report of each event.
Key Activities
- Finalization of Orientation Content
The consultants will develop detailed agendas, session plans, and presentation materials with clear methodologies and defined learning objectives for the orientation programs. Three separate agendas and session plans will be prepared for MBBS, PCL Nursing, and PCL General Medicine faculties, ensuring targeted outcomes and structured delivery.
Note: Although three core agendas will be developed, the consultants require one additional day of preparation prior to each orientation to review previous sessions and adjust methodologies as needed, based on feedback received and province-specific requirements.
- Faculty Orientation
The consultants will conduct 10 orientation events for faculty members (9 events of Provincial level orientation on gap analysis supplemental materials on health response to General Medicine Health Assistants and PCL Nursing & 1 event to MBBS faculty members in Federal level)
- Reporting
The consultants will prepare detailed report for each orientation with detail information on the sessions conducted, inputs received from the participants, lessons learned, challenges and recommendations from the orientation (One report for one orientation).
Deliverables:
- Detail agenda, session plans, presentations with clear methodology and targeted achievement of each orientation session (three agenda and session plan).
- Detailed orientation report for each orientation with detailed information on the sessions conducted, inputs received from the participants, lessons learned, challenges and recommendations from the orientation (One report for one orientation) and a compiled report for the completion of session.
- Technical Working Group (TWG) (as per requirement)
The Technical Working Group (TWG), chaired by NSSD, has been functioning as an ongoing technical body since April 2025 under GBVPR II, providing oversight, review, and feedback on the GBV gap analysis and the development of supplementary materials for MBBS, PCL Nursing, and PCL General Medicine programs. The consultants actively need to be engaged in this process in 2026. The consultant will participate in and, as required, facilitate TWG meetings to support the finalization of the supplementary materials, organization and implementation of faculty orientations.

- Consultants will participate in and facilitate TWG meeting
- Incorporating technical inputs received from TWG meeting in Supplementary Materials and ensuring alignment among key stakeholders.
Deliverables:
- Presentations delivered at the TWG meeting.
- Submission of compiled supplemental materials shared and discussed with the TWG member as required.
- A brief report of the meetings, including key discussions, feedback received and agreed action points.
- Duration and Level of Effort
The consultancy will be implemented over a period of three (3) months. The level of effort will be determined based on the actual number of working days required to complete the assigned tasks and deliverables within the contract period. The contract will remain valid until 30 May 2026, subject to the agreed number of working days.
The proposed level of effort (working days) may be initially suggested by the consultant; however, the final number of working days and work schedule will be mutually agreed upon prior to signing the contract. The duration and work schedule may be adjusted during the contract period in case of any modification or expansion of the scope of work, subject to prior written approval from the Project Lead/Project Manager. Payments will be made upon satisfactory completion of the assigned tasks and submission of the agreed deliverables, in accordance with the terms and conditions of the contract.
- Reporting and Supervision
The Consultant will report to the designated project focal point of TPO Nepal and work closely with relevant government bodies, academic institutions and UNFPA. Regular coordination will be maintained to ensure timely completion and quality of output through TPO Nepal. The inputs and comments received from the TWG, NSSD, UNFPA and TPO Nepal will be addressed by the consultant for quality assurance.
- Required Qualifications and Competencies
- Academic Qualifications
- Master’s degree in Public Health, Nursing, Psychology, Social Work, Gender Studies or MBBS or a related field.
- Specialized training in Gender-Based Violence, reproductive health, mental health, or survivor-centered approaches is highly desirable.
- Professional Experience
- Minimum 15 years of progressive professional experience in GBV prevention and response, public health, or health systems strengthening.
- Demonstrated experience in curriculum development, training facilitation, or academic content integration within health education institutions (MBBS, Nursing, or allied health programs preferred).
- Experience working with government entities, particularly health or education divisions in Nepal.
- Proven experience in facilitating multi-stakeholder workshops and technical working groups.
- Prior experience with UN agencies or international development partners is an asset.
- Technical Competencies
- Strong knowledge of survivor-centered approaches and health-sector response to GBV.
- Understanding of Nepal’s health system, referral pathways, and relevant national policies and protocols on GBV.
- Excellent facilitation and adult-learning methodology skills.
- Strong analytical, documentation, and report-writing skills in English.
- Ability to incorporate technical feedback and work collaboratively with multiple stakeholders.
