for

the Consultant for conducting Policy Gap Analysis and developing Advocacy Materials for TPO Nepal, in collaboration with Carers Worldwide, SGCP, and Carers Alliance Network (CAN)

  1. Background

Transcultural Psychosocial Organization Nepal (TPO Nepal) is one of Nepal’s leading psychosocial organization. It was established in 2005 with the aim of promoting psychosocial well-being and mental health of children and families in conflict affected and other vulnerable communities. TPO Nepal is a knowledge-driven, innovative organization working in areas disrupted by violence and poverty. We strive to develop local psychosocial, mental health and conflict resolution capacity and systems that promote community resilience, quality of life and self-reliance through education, research, service delivery and advocacy.

Carers in Nepal remain largely unrecognized in government policies and development programs. Their rights and contributions are often overlooked due to the absence of dedicated frameworks. TPO Nepal, together with Carers Worldwide, SGCP, and other like-minded organizations under the Carers Alliance Network (CAN), is committed to addressing this gap through collaborative efforts and campaigns. The initiative aims to conduct a policy gap analysis and develop advocacy materials to integrate carers’ issues into ongoing policy reforms and revisions.

For this purpose, a Call For Expression of Interest has been announced for the following consultancy position. Qualified Nepali citizens who meet the required criteria are invited to submit their applications.

  1. Objectives

The consultant will:

  • Conduct a comprehensive review of existing policies and identify policy gaps related to carers’ rights and protection in Nepal.
  • Identify opportunities for integrating carers’ issues into existing and upcoming policy frameworks.
  • Develop advocacy materials and tools to support evidence-based engagement with government bodies and stakeholders at national and sub-national levels.
  1. Scope of Work

The consultant will be responsible for:

  • Reviewing existing national policies, laws, provisions and programs relevant to carers.
  • Mapping gaps, challenges, and opportunities for policy integration.
  • Review existing policies and provisions related to carers within local governments.
  • Consulting with key stakeholders (government officials, development partners, academia, carers, lived experiences and civil society).
  • Preparing a synthesis report highlighting findings and recommendations.
  • Designing advocacy materials (policy briefs, fact sheets, presentations, and other tools) for use in advocacy meetings.
  • Supporting TPO Nepal and partners in presenting findings to policymakers and stakeholders.
  1. Deliverables
  • Inception Report: Detailing methodology, work plan, and timeline.
  • Policy Gap Analysis Report: Comprehensive synthesis of findings with actionable recommendations.
  • Advocacy Materials: At least 3–5 tools (policy briefs, infographics, presentations, etc.) tailored to different audiences.
  • Final Report & Presentation: Consolidated outputs, including recommendations for policy integration.
  1. 5. Duration

The consultancy will be conducted over six weeks (tentative), beginning from the date of contract signing.

  1. 6. Required Qualifications
  • Advanced degree in Public Policy, Social Sciences, Law, or related field.
  • Proven experience in policy analysis, advocacy, and rights-based approaches.
  • Strong understanding of social protection, health, and carers’ issues in Nepal or South Asia.
  • Excellent analytical, writing, and communication skills.
  • Ability to produce high-quality advocacy materials for diverse audiences.
  1. Reporting & Coordination

The consultant will report to TPO Nepal and work closely with Carers Worldwide, SGCP, and CAN members. Regular updates will be shared with the core team, and feedback will be incorporated into deliverables.

  1. Budget & Payment

The consultant will be remunerated based on agreed terms, with payments linked to the submission of deliverables.
