Call for Expression of Interest (EOI) for Recruitment of Consultant for Development of Two MHPSS Toolkits

  1. Background

Transcultural Psychosocial Organization Nepal (TPO Nepal) is one of Nepal’s leading non-profit, non-governmental psychosocial organizations. It was established in 2005 with the aim of promoting psychosocial well-being and mental health of children and families in conflict affected and other vulnerable communities. TPO Nepal is a knowledge-driven, innovative organization working in areas disrupted by violence and poverty. We strive to develop local psychosocial, mental health and conflict resolution capacity and systems that promote community resilience, quality of life and self-reliance through education, research, service delivery and advocacy.

Currently, TPO Nepal is implementing the Mental Health Support Programme (MSP) in four municipalities, namely Ishworpur Municipality, Malangwa Municipality, Lalbandi Municipality and Hariwon Municipality of Sarlahi District, Madhesh Province. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and led by UNFPA. TPO Nepal, as a key implementing partner of UNFPA, plays a significant role in supporting the integration of mental health issues into existing government-led municipality-level health, gender, protection, education and other relevant coordination platforms.

The overall objective of the project is to contribute to and support government officials at local, provincial and federal levels to mainstream and integrate mental health issues into existing policies and systems. The project intends to support the mental well-being of people affected by psychosocial disabilities, people affected by trauma, conflict-affected people, particularly women and girls, and individuals from marginalized communities through awareness, service delivery and system strengthening.

To strengthen the quality and accessibility of mental health information, knowledge and services for adolescents and youth, TPO Nepal intends to develop two practical and contextually relevant Mental Health and Psychosocial Support (MHPSS) toolkits targeting key service providers and community and school-level actors.

The first toolkit will focus on health service providers and will support the quality delivery of mental health services to adolescents and youth visiting health facilities. The second toolkit will focus on youth peer promoters, Adolescent Friendly Information Centers (AFICs), and Comprehensive Sexuality Education (CSE)-trained teachers and will support the delivery of quality mental health information, knowledge and services at the school level.

Therefore, TPO Nepal invites Expressions of Interest (EOI) from qualified and experienced consultants to provide professional consultancy services for the development, validation and piloting of the two MHPSS toolkits.

Title: Consultant

  1. Objective of the Consultancy

The overall objective of this consultancy is to develop two practical, evidence-informed and user-friendly MHPSS toolkits that strengthen the capacity of key service providers and school/community-level actors to provide quality mental health information, knowledge and services to adolescents and youth.

The specific objectives of the consultancy are to:

  • Develop an MHPSS Toolkit for Health Service Providers to support the quality delivery of mental health services to adolescents and youth visiting health facilities.
  • Develop an MHPSS Toolkit for Youth Peer Promoters, Adolescent Friendly Information Centers (AFICs), and CSE-trained Teachers to support the delivery of quality mental health information, knowledge and services at the school level.
  • Review relevant policies, guidelines, protocols, existing tools and literature to ensure that both toolkits are evidence-informed and aligned with relevant government policies and systems.
  • Consult with municipal and provincial stakeholders, health service providers, youth peer promoters, AFIC representatives, CSE-trained teachers and other relevant stakeholders to identify needs, gaps and practical considerations for the development and use of the toolkits.
  • Validate and finalize both toolkits through consultation and validation workshops with relevant municipal and provincial stakeholders.
  • Build the capacity of Municipal Health Coordinators and health service providers through a Training of Trainers (ToT) based on the health service provider toolkit.
  • Pilot the school-level toolkit through training of 50 youth peer promoters and document feedback and learning from the pilot process.
  1. Scope of Work and Key Responsibilities

The selected consultant will be responsible for the following:

  • Conduct an inception meeting with TPO Nepal to understand the assignment, expected outputs, target groups, stakeholders and overall approach.
  • Review existing national, provincial and local-level policies, strategies, guidelines, protocols, reports, tools and relevant literature related to adolescent and youth mental health, MHPSS, health services, school health, youth engagement and mental health promotion.
  • Consult and coordinate with the Municipal Health Coordinators of the assigned municipalities and relevant provincial stakeholders, including the Provincial Health Directorate, Provincial Ministry of Health and Population, and Provincial Ministry of Education and Culture.
  • Conduct stakeholder consultations with relevant health service providers and other relevant actors to identify existing practices, gaps, challenges and capacity needs related to quality mental health service delivery for adolescents and youth.
  • Conduct consultations with youth peer promoters, AFICs, CSE-trained teachers and other relevant stakeholders to understand the needs and practical requirements for providing quality mental health information, knowledge and services at the school level.
  • Develop the MHPSS Toolkit for Health Service Providers with practical guidance and tools to support quality delivery of mental health services to adolescents and youth visiting health facilities.
  • Develop the MHPSS Toolkit for Youth Peer Promoters, AFICs and CSE-Trained Teachers with practical guidance and tools to support quality mental health information, knowledge and services at the school level.
  • Develop draft versions of both toolkits in consultation with TPO Nepal and relevant stakeholders.
  • Share the draft toolkits with relevant government and other stakeholders for review and feedback.
  • Conduct validation workshops and consultations with the municipal health sections, Provincial Health Directorate and other relevant provincial and municipal stakeholders, as required.
  • Incorporate technical feedback and recommendations received through consultations and validation workshops and finalize both toolkits.
  • Develop/adapt training materials and approaches required for the use and orientation of the toolkits.
  • Conduct a Training of Trainers (ToT) based on the MHPSS Toolkit for Health Service Providers for 18 participants, including Municipal Health Coordinators and health service providers, to strengthen their capacity for quality delivery of mental health services at the local level.
  • Pilot the school-level MHPSS toolkit through training of 50 youth peer promoters in Madhesh Province, organized in two batches.
  • Collect feedback from participants and relevant stakeholders during the ToT and pilot training and incorporate relevant learning into the final toolkits.
  • Document the consultancy process, stakeholder consultations, validation process, ToT, pilot training, key findings, feedback, lessons learned and recommendations.
  • Work closely with the designated graphic designer/layout designer to finalize the layout and visual presentation of the toolkits, including appropriate pictorial representations, illustrations, diagrams, flowcharts, tables, icons, infographics and other graphical elements required to enhance understanding and user-friendliness.
  • Ensure that both toolkits are technically sound, evidence-informed, contextually appropriate, practical and user-friendly for their respective target groups.
  1. Deliverables and Duration of the Consultancy

The selected consultant is expected to produce the following key deliverables:

  • Final MHPSS Toolkit for Health Service Providers for quality delivery of mental health services targeting adolescents and youth visiting health facilities.
  • Final MHPSS Toolkit for Youth Peer Promoters, AFICs and CSE-Trained Teachers to support the delivery of quality mental health information, knowledge and services at the school level.
  • Consultancy Report documenting the overall process and work undertaken, including literature review, stakeholder consultations, toolkit development, validation process, ToT, pilot training, feedback, key findings, lessons learned and recommendations.
  • Training of Trainers (ToT) based on the health service provider toolkit for 18 participants, including Municipal Health Coordinators and health service providers.
  • Pilot training of 50 youth peer promoters using the school-level MHPSS toolkit, conducted in two batches.
  • Training materials and supporting tools developed or adapted for the ToT and pilot training, as applicable.
  • Final editable and print-ready versions of both MHPSS toolkits and relevant supporting materials.

The consultancy is expected to be completed within three months, with the assignment expected to start at the earliest possible date upon agreement and contract signing.

  1. Reporting and Supervision

The consultant will work under the supervision of the designated focal person from TPO Nepal and will coordinate closely with relevant project staff throughout the assignment period.

The consultant will maintain regular communication with TPO Nepal, provide updates on the progress of the assignment, and incorporate feedback provided by TPO Nepal and relevant stakeholders during the development, validation and finalization of the two toolkits.

  1. Required Qualifications and Experience

Interested consultants should meet the following requirements:

  • Master’s degree in Psychology, Psychiatry, Public Health, Social Science, Education, or a related field.
  • Proven experience in mental health, psychosocial support, adolescent and youth health, public health, education, health systems strengthening or related areas.
  • Demonstrated experience in developing toolkits, training manuals, guidelines, policies, strategies or similar technical materials.
  • Experience in developing materials related to adolescent and youth mental health, school mental health, MHPSS, health service delivery or youth engagement will be an asset.
  • Experience working with government stakeholders at local, provincial and/or national levels.
  • Strong communication, facilitation, coordination and stakeholder engagement skills.
  • Excellent analytical, documentation and technical writing skills.
  1. Submission Requirements

Interested consultants are requested to submit the following documents:

  • A cover letter expressing interest in the assignment, along with a brief concept note outlining the proposed methodology, implementation approach, work plan, confidentiality and ethical safeguards, and proposed timeline.
  • An updated CV highlighting relevant professional experience, technical expertise and previous assignments related to similar work.
  • Samples of previous work related to development of toolkits, training manuals, guidelines, policies, strategies or other relevant technical documents, if feasible.
  1. Professional Experience
  • Minimum 5 years of progressive professional experience in mental health, psychosocial support, adolescent and youth health, education, public health, health systems strengthening or related fields.
  • Proven experience in developing toolkits, training materials, guidelines, manuals or similar technical documents.
  • Experience working with government entities, particularly health, education or other relevant divisions in Nepal.
  • Proven experience in facilitating multi-stakeholder consultations, workshops, training and capacity-building activities.
  1. Technical Competencies
  • Strong knowledge of adolescent and youth mental health and Mental Health and Psychosocial Support (MHPSS).
  • Good understanding of Nepal’s health and education systems and relevant policies, guidelines and service delivery mechanisms related to adolescents and youth.
  • Understanding of adolescent-friendly health services, school-level mental health promotion, youth engagement and referral mechanisms.
  • Excellent facilitation, training and adult-learning methodology skills.
  • Strong skills in developing practical, user-friendly and evidence-informed toolkits and training materials.
  • Strong analytical, documentation and report-writing skills in English.
  • Ability to incorporate technical feedback and work collaboratively with multiple stakeholders.
  1. Field Visit and Coordination
  • Coordinate with TPO Nepal and relevant stakeholders for planning, scheduling and field visits.
  • Coordinate with Municipal Health Coordinators of the assigned municipalities and relevant municipal health sections.
  • Coordinate with the Provincial Health Directorate, Provincial Ministry of Health and Population, Provincial Ministry of Education and Culture, and other relevant provincial stakeholders as required.
  • Conduct stakeholder consultations, validation workshops, ToT and pilot training as required under the assignment.

Shortlisting will be based on the following criteria:

  • Relevant professional experience and technical expertise.
  • Educational qualification and experience relevant to the assignment.
  • Quality and suitability of the proposed methodology and approach.
  • Previous work samples and experience in developing toolkits, training manuals, guidelines or similar technical documents.
  • Experience in adolescent and youth mental health, MHPSS, health service delivery, education or related areas.
  • Experience in facilitation and stakeholder consultation.
