- Background
Transcultural Psychosocial Organization Nepal (TPO Nepal) is one of Nepal’s leading non-profit, non-governmental organizations working in the field of psychosocial well-being and mental health. Established in 2005, TPO Nepal aims to promote the psychosocial well-being and mental health of children, families, and vulnerable communities affected by conflict, violence, disasters, and poverty. TPO Nepal is a knowledge-driven and innovative organization committed to strengthening local psychosocial, mental health, and conflict resolution systems through education, research, service delivery, advocacy, and community-based interventions.
Gender-Based Violence (GBV) remains a significant public health and human rights concern in Nepal, with profound physical, psychological, and social consequences for survivors, particularly women, girls, and marginalized populations. To strengthen the health sector response to GBV, the Gender-Based Violence Prevention and Response (GBVPR) II Project is being implemented in partnership with the Government of Nepal. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and the Royal Norwegian Embassy (RNE), and led by UNFPA to strengthen national systems for GBV prevention and response.
To strengthen medico-legal service delivery and learning systems in Nepal, TPO Nepal intends to produce an educational video on Medico Legal Autopsy Procedures and related medico-legal examination processes. The video will be developed as a learning and facilitation resource for Medico Legal Trainings.
The video will include cadaver-based demonstration showcasing autopsy procedures, injury examination, evidence documentation, and other related medico-legal practices conducted in clinical settings by medico legal expert. The educational material is intended strictly for training and educational purposes only and will not be used for public dissemination.
As the video will involve cadavers and sensitive medico-legal procedures, confidentiality, dignity, ethical standards, and privacy protection must be fully maintained throughout the filming, editing, storage, and final production processes.
Therefore, TPO Nepal invites Expressions of Interest (EOI) from qualified and experienced consulting firms/companies to provide professional educational video production and documentation services.
- Objective of the Consultancy
The overall objective of this consultancy is to produce a professional educational video that demonstrates Medico Legal Autopsy Procedures, injury examination techniques, forensic documentation practices, and other related medico-legal procedures for training and learning purposes under the GBVPR II Project.
The video is expected to strengthen the capacity of health professionals and medico-legal service providers through standardized visual learning materials that support practical learning and facilitation during Medico Legal Trainings.
The educational video will be approximately 1.5 hours in duration and will be developed exclusively for educational and institutional use.
- Scope of Work and Key Responsibilities
- Develop a brief concept note, script, and storyboard for the educational video.
Coordinate with TPO Nepal and relevant stakeholders and experts for filming and dubbing schedules. - Conduct professional video filming in medico-legal (clinical)settings, incorporating cadaver based medico-legal procedures while ensuring complete anonymity and confidentiality of all individuals involved. Personal identities must remain fully protected, and no visual, verbal, or contextual elements should allow identification of any individual.
- Capture key medico-legal and forensic processes, including autopsy procedures, injury examination, forensic documentation, and related practices, in coordination with designated professionals and authorized personnel.
- Ensure strict confidentiality, ethical standards, and privacy protection throughout the filming and production process.
- Produce, edit, subtitle, narrate (if required), dub, and finalize a high-quality educational video of approximately 1.5 hours duration.
- Dubbing and voice recording should be conducted in a separate professional dubbing studio.
Submission of all raw footage and final edited files to TPO Nepal.
- Deliverables
- One high-quality educational video of approximately 1.5 hours duration.
• Final edited video in high-resolution format (4K @ 24, 30 FPS) suitable for training and institutional learning purposes.
• Submission of all raw footage, audio recordings, dubbing files, project files, and edited files to TPO Nepal.
- Duration of the Consultancy
The consultancy completion deadline is 31 May 2026. The assignment is expected to commence at the earliest possible date upon signing of the agreement.
- Reporting and Supervision
The consulting firm/company will work under the supervision of the designated focal person from TPO Nepal and will coordinate closely with relevant project staff throughout the assignment period.
- Required Qualifications and Experience
Interested firms/companies should meet the following requirements:
• Proven experience in educational video production, documentary filming, video storytelling, and editing.
• Prior experience producing videos related to health, forensic medicine, medico-legal procedures, psychosocial support, GBV, development, or humanitarian sectors will be considered an asset.
• Demonstrated capacity to conduct field-based documentation and filming in sensitive clinical and institutional settings.
• Experience handling confidential and sensitive visual documentation with strong ethical and privacy standards.
• Availability of required technical equipment and qualified personnel for professional video production, dubbing, and editing.
• Strong communication, coordination, and time management skills.
- Submission Requirements
Interested consulting firms/companies are requested to submit the following documents:
- A cover letter expressing interest in the assignment, along with a brief concept note outlining the proposed methodology, implementation approach, work plan, confidentiality and ethical safeguards, and proposed timeline.
- A company profile highlighting relevant organizational experience, technical expertise, and portfolio/sample work (if feasible) related to similar assignments.
- A brief financial proposal with a budget breakdown, including all applicable costs and taxes.
- Copies of the company registration certificate, VAT/PAN registration documents, tax clearance certificate, and any other relevant legal documents

Expressions of Interest (EOI) must be submitted no later than 17 May, 2026 through email at hrtponepal@tponepal.org.np or hard copy submission to HR Unit at TPO Nepal, Head Office.
- Selection Criteria
Shortlisting will be based on the following criteria:
• Relevant experience and technical expertise.
• Quality and suitability of the proposed methodology.
• Previous work samples and portfolio.
• Financial competitiveness.
