Call for Expression of interest (EOI) for Consultancy Services

Transcultural Psychosocial Organization Nepal (TPO Nepal) is one of Nepal’s leading non-profit non-governmental psychosocial organization. It was established in 2005 with the aim of promoting psychosocial well-being and mental health of children and families in conflict affected and other vulnerable communities. TPO Nepal is a knowledge-driven, innovative organization working in areas disrupted by violence and poverty. We strive to develop local psychosocial, mental health and conflict resolution capacity and systems that promote community resilience, quality of life and self-reliance through education, research, service delivery and advocacy.

The National Health Training Center (NHTC) plays a central role in strengthening the capacity of Nepal’s health workforce through the development and delivery of training programs for health service providers across the country. These trainings directly influence the quality, effectiveness, and responsiveness of health services, particularly in addressing complex and sensitive issues such as Gender-Based Violence (GBV) and Mental Health and Psychosocial Support (MHPSS).

In collaboration with the United Nations Population Fund (UNFPA), Transcultural Psychosocial Organization Nepal (TPO Nepal) is supporting efforts to strengthen GBV prevention and response services within the health system. This includes improving the integration of MHPSS and survivor-centered approaches within existing training programs, enhancing the use of training data for evidence-based planning, and promoting quality monitoring mechanisms for GBV-responsive services.

As part of this initiative, the consultancy will focus on three interconnected areas; Activity A: Mapping and Strategic Analysis of existing NHTC Training Packages/Modules, Activity B: Analysis of NHTC Training Database and Activity C: Quality Enhancement of GBV Responsive Services

TPO Nepal seeks competent, committed, and result-oriented national consultants to undertake a comprehensive review and strategic analysis of NHTC training packages/modules, analyze the NHTC training database, and support the development of quality monitoring tools and capacity strengthening mechanisms to enhance Gender-Based Violence (GBV) prevention and response services, including Mental Health and Psychosocial Support (MHPSS), in close coordination with the National Health Training Center (NHTC), UNFPA, and other key stakeholders.

Activity A: Mapping and Strategic Analysis of existing NHTC Training Packages/Modules

  1. Background

The National Health Training Center (NHTC) plays a central role in developing and delivering training programs for health service providers across Nepal. As the national institution responsible for strengthening the capacity of the health workforce, its training packages directly influence service quality and system responsiveness.

In collaboration with the United Nations Population Fund (UNFPA) and TPO Nepal, this assignment aims to systematically map and analyze existing NHTC training packages/modules to identify those related to Gender Based Violence prevention and response (GBVPR), including Mental Health and Psychosocial Support (MHPSS).

The findings from this assignment will inform future strategic planning and prioritization of GBV, MHPSS, youth, and adolescent focused training packages/modules.

  1. Objectives

To strengthen GBV prevention and response services through systematic review, mapping, and strategic analysis of NHTC training packages/modules:

  • Document all existing NHTC training packages/modules.
  • Categorize training packages/modules related to GBV and MHPSS.
  • Review six (6) selected MHPSS training packages in detail.
  • Apply an analytical framework to assess: GBV integration, survivor-centered approaches, responsiveness to children, adolescents, elderly, and persons with disabilities, referral pathways, and case management.
  • Conduct a gap analysis and provide prioritized recommendations for strengthening NHTC training packages/modules.
  • Engage key stakeholders through consultative meetings to validate findings.
  1. Scope of Work and Key Activities

3.1 Mapping of Existing NHTC Trainings

The consultants will:

  • Develop a structured and comprehensive mapping framework.
  • Prepare a comprehensive inventory of all NHTC training packages/modules using a standardized data collection template that captures key information, including the training title and objectives, target participants, duration and delivery modality, core content areas, extent of GBV and MHPSS integration (if any), geographic coverage, frequency of implementation, and availability of training materials and tools.

3.2 Detailed Review of Six (6) MHPSS Training packages/modules

The consultants will:

  • Develop a structured analytical review framework that assesses alignment with national and international GBV prevention and response standards; integration of survivor-centered principles; adherence to ethical considerations and confidentiality; incorporation of referral pathways and case management mechanisms; responsiveness to children and adolescents; inclusion of persons with disabilities and sensitivity to elderly populations; application of a competency-based training approach; and the availability and use of practical tools and job aids.
  • Conduct a detailed content analysis of six selected MHPSS training packages/modules to systematically identify existing gaps, overlaps and duplication, areas requiring revision or strengthening, and missed opportunities for integration of GBV prevention and response components.
  • Provide prioritized and actionable recommendations.

3.3 Review and Validation Meetings

  • Conduct review meetings with NHTC technical teams.
  • Validate identified GBV and MHPSS related modules.
  • Present preliminary findings and incorporate feedback into the final report.
  1. Deliverables
  • Inception Report, presenting the proposed methodology, the training mapping framework, the analytical review framework, and a detailed work plan with timelines for each activity.
  • Comprehensive Mapping and Strategic Analysis Report, including:
  • Complete inventory of NHTC training.
  • Categorized GBV & MHPSS related training.
  • Detailed review findings of six MHPSS modules
  • Gap analysis
  • Prioritized strategic recommendations
  • Presentation of key findings to NHTC, UNFPA, and TPO Nepal

Consultancy days will be calculated on an hourly basis, as per approved timesheets.

  1. Reporting and Coordination

The consultant will:

  • Work in close coordination with NHTC, UNFPA, and TPO Nepal.
  • Report to the designated focal persons at TPO Nepal.
  • Share draft documents for review and incorporate feedback prior to final submission.

Activity B: Analysis of NHTC Training Database

  1. Background

The National Health Training Center (NHTC) is responsible for developing and delivering training programs to health service providers across Nepal. Its trainings directly influence the quality, effectiveness, and responsiveness of health services.

In collaboration with the United Nations Population Fund (UNFPA) and TPO Nepal, this assignment aims to analyze the existing NHTC training database, review trainee profiles and outcomes, and identify gaps to strengthen Gender Based Violence (GBV) prevention and response services, including Mental Health and Psychosocial Support (MHPSS).

The findings will inform future planning, strategic interventions, and follow up mechanisms to improve GBV responsive service delivery.

To strengthen the effectiveness, reach, and quality of NHTC training programs through systematic database analysis and participant review:

  • Assess the reach, coverage, and effectiveness of existing NHTC training programs.
  • Evaluate the profile, distribution, and outcomes of participants in key trainings.
  • Identify gaps in the training database to inform future planning.
  1. Scope of Work and Key Activities

3.1 Analysis of NHTC Training Database

The consultant will:

  • Conduct a comprehensive review of the NHTC training database.
  • Extract information on trained personnel, including designation, geographic location, and professional background.
  • Assess the number and type of trainings conducted, including frequency, duration, and participant demographics.
  • Identify gaps in the database affecting planning and training quality.

3.2 Review and Validation Meetings

  • Conduct review meetings with NHTC technical teams.
  • Validate findings with relevant stakeholders.
  • Incorporate feedback into the final report.

Activity C: Quality Enhancement of GBV Responsive Services

  1. Background

Quality monitoring and enhancement of Gender-Based Violence (GBV) responsive services is essential to ensure effective prevention, survivor-centered support, and integration of Mental Health and Psychosocial Support (MHPSS).

Building on NHTC’s training initiatives, this assignment focuses on designing and implementing a quality enhancement mechanism for GBV responsive services and building the capacity of trained staff.

  1. Objectives

To strengthen GBV responsive services through structured quality monitoring and capacity enhancement:

  • Develop monitoring tools and guidelines to assess the quality and effectiveness of GBV response services.
  • Conduct refresher orientations for selected NHTC/PHTC staffs.
  • Engage approximately 20% of trained personnel in quality enhancement processes.
  • Identify challenges and provide recommendations for scaling up quality interventions.

3.1 Development of Monitoring Tools and Guidelines

The consultant will:

  • Provide technical support to NHTC in designing a monitoring tool and training package for NHTC/PHTC staff under the framework: “Quality Enhancement for Follow up of GBV Response Training.”
  • Develop guidelines and tools for assessing service quality and effectiveness.

3.2 Capacity Building and Orientation

  • Conduct orientation sessions or refresher trainings for selected staff on monitoring, follow up, and quality improvement.
  • Include 20% of NHTC trained human resources in these activities to ensure representative participation.

3.3 Review and Validation Meetings

  • Conduct review meetings with NHTC and other stakeholders.
  • Present preliminary findings and incorporate feedback into final deliverables.

Required Qualifications

  • Master’s degree in Sociology, Gender Studies, Public Health, Social Work, or related field.
  • 9+ years’ experience in GBV service provision, quality monitoring, and capacity building.
  • Knowledge of M&E systems, GBV prevention, response, and MHPSS interventions.
  • Experience in developing training packages and monitoring tools.
  • Strong analytical, reporting, and presentation skills.
  • Familiarity with Nepal’s health system and multi-stakeholder coordination.
